There are all kinds of unspoken rules, and rules among peer groups, and cultural compression. Near-bullying for conformity seems to take place at all levels at varying degrees, and school-like bullying taken to a more extreme degree seems apparent in Korean/Japanese mafia culture. I agree that this situation is caused by the society.
